A slow over rate means how many overs are bowled by the bowlers of the fielding team in an hour. That is, it is the average number of overs bowled during this time. According to ICC rules, fielding teams are expected to make an average of 15 overs per hour in Test cricket, 14.28 in ODIs, and 14.11 in T20s. There are two strategic timeouts in IPL. It is 2 minutes 30 seconds which is included in it. The bowling team has to complete 20 overs in one hour and 30 minutes. Unless there is any delay due to weather or other unforeseen circumstances.

Penalty for slow over-rate in IPL
If a team is found guilty of slow over rate for the first time in IPL, then its captain is fined 12 lakhs. When a team is found guilty of slow over rate for the second time in the same season, then the captain is fined 24 lakhs. Along with this, the captain as well as the rest of the 10 players of the team are fined Rs 6 lakh or 25% of their match fee. Whichever amount is less.

Now the captain will not be banned.
According to the new rule of slow over-rate in IPL, now captains will not be banned from the match. Rather, demerit points will be added to their account, which will remain for three years. For level one offense, a fine of 25 to 75 percent of the match fee and demerit points will be imposed. A serious offense of Level 2 will result in 4 demerit points. On accumulation of 4 demerit points, the match referee can deduct 100% of the captain's match fee or give additional demerit points. The captain can avoid the penalty by bowling 20 overs within the time limit.
