Both these things are generally considered poisonous or intoxicating, but Shiva accepts them.

Pandit Sharma says that offering cannabis relieves mental stress and calms the mind. Dhatura is considered a symbol of childbirth. It is believed that offering Dhatura leads to childbirth. Offering milk and water on the Shivling is considered very auspicious. Milk cools Shiva, which destroys sins in life. Abhishek with Gangajal and pure water removes the problems of life. Abhishek with water brings spiritual purity and positive energy.

Pandit ji says that Sawan is the month when Lord Shiva drank poison during the churning of the ocean. At that time, the gods anointed him with these things to calm his heat. This tradition started from then. Offering these things in Sawan is a symbol of our faith and devotion towards Shiva.
