The Madhya Pradesh government is set to celebrate Prime Minister Narendra Modi's birthday this year through a major campaign focused on public service and rural property rights. Under the 'Ownership Rights Record Execution and Registration Campaign'—launching statewide on September 17—free property registrations will be conducted, and legal documents will be provided to over 50 lakh (5 million) people. Chief Minister Dr. Mohan Yadav has described this as a historic initiative aimed at empowering rural families across the state. Additionally, various programs will be organized over the course of a month under the 'Seva se Sankalp Abhiyan' (Campaign of Resolve through Service), commencing with the lighting of 58 lakh earthen lamps.

**Statewide campaign to begin on September 17**
In a meeting with divisional commissioners and district collectors, Chief Minister Dr. Mohan Yadav directed that these campaigns—running from September 17 to October 17—be organized in a festive spirit, ensuring maximum public participation.
The Chief Minister stated that this campaign, launching on Prime Minister Narendra Modi's birthday, would not merely be a government program but a massive movement for public service.
He instructed officials to conduct extensive public outreach to involve elected representatives, social organizations, the youth, and the general public in the campaign.
**Over 50 lakh people to receive ownership rights**
The most significant aspect of the campaign is granting legal property rights to the rural population. The Chief Minister noted that surveys of 68.47 lakh plots across 41,568 villages in the state have already been completed. Now, free property registrations will be executed in the names of more than 50 lakh beneficiaries.
The state government has also made provisions to waive Panchayat cess and additional stamp duty during this process. This will enable rural families to obtain valid property documents without incurring any additional financial burden.
The Chief Minister remarked that this campaign would prove to be a major step towards strengthening the rural economy and providing property-related security to the people.
**Registration campaign to be conducted in three phases**
The Revenue Department announced that the 'Ownership Rights Record Execution and Registration Campaign' would be implemented in a phased manner. Special camps will be organized at the Panchayat level to facilitate free registration for eligible beneficiaries. The Chief Minister directed that complete transparency and impartiality be ensured in the implementation of the campaign and that all eligible beneficiaries receive benefits within the stipulated timeframe.
Chief Secretary Ashok Barnwal instructed officials to organize special camps in every panchayat on Thursdays, Fridays, and Saturdays, aiming to complete at least 30 to 40 registrations daily. Responsibilities for this task have been assigned to *Patwaris*, *Sarpanchs*, secretaries, and *Rozgar Sahayaks* (employment assistants).
**5.8 Million Lamps to be Lit on PM Modi’s Birthday**
The ‘Seva Se Sankalp Abhiyan’ (Campaign from Service to Resolve) will launch on September 17 at 7 PM with the ‘Aashirwad Ka Deepak’ (Lamp of Blessings) program. The Chief Minister announced that over 5.8 million lamps would be lit simultaneously across the state. These lamps will be illuminated at the homes of beneficiary families, as well as at historical, religious, and cultural sites. The objective is to connect families benefiting from government welfare schemes with this campaign.
**Over 2.5 Million Lamps to be Lit at Mahakal Lok**
Preparations are underway to make the event in Ujjain particularly grand. The District Collector informed the Chief Minister of plans to light more than 2.5 million lamps at the ‘Mahakal Lok’ dedicated to Lord Mahakal. Social organizations, religious institutions, and the general public will also be involved in this event. The government aims to establish this as one of the state's largest *Deepotsavs* (festivals of lights).
**Public Service Programs to Run for a Month**
Thirteen major activities will be organized throughout the month under the ‘Seva Se Sankalp Abhiyan’. These include programs such as ‘Seva Chitra’, ‘Seva Smaran’, ‘Aangan Ka Milan’, ‘Badlav Ki Kahaniyan’, ‘Seva Jyoti Yatra’, ‘Seva Setu Abhiyan’, ‘Seva Ke Rang’, a hackathon, and an innovation challenge. Additionally, emphasis will be placed on delivering the benefits of various schemes to the public through ‘Sarkar Aapke Dwar’ (Government at Your Doorstep) camps. The campaign aims to take the resolve of a ‘Developed Madhya Pradesh’—aligned with the goal of a ‘Developed India’—to the masses.
