The monsoon has regained momentum across the country, prompting the India Meteorological Department (IMD) to issue 'Orange' and 'Yellow' alerts for heavy to very heavy rainfall in 19 states and Union Territories today. The influence of the monsoon trough and an active cyclonic circulation has completely altered weather conditions across North, East, and Central India.

**High Alert in Uttarakhand**
According to the Meteorological Department, the situation is expected to be most critical in Uttarakhand, where torrential rains in several mountainous districts pose a risk of landslides and rising river water levels. Uttarakhand Chief Minister Pushkar Singh Dhami directed all concerned departments to remain on high alert on Wednesday, in view of the continuous rainfall and the IMD's warning of heavy rain in parts of the state.

He instructed District Magistrates to remain vigilant around the clock, continuously monitor vulnerable areas, and keep a close watch on water levels in rivers and drains.

Additionally, warnings for torrential to extremely heavy rainfall have been issued for Kerala, Konkan-Goa, Odisha, and Madhya Maharashtra in South and West India.

**Rain Expected in Delhi-NCR, UP, and Bihar**
Cloudy skies and intermittent heavy spells of rain are forecast throughout the day for the capital Delhi, Haryana, and Chandigarh, potentially leading to waterlogging in low-lying areas.

**Alerts for Other States**
Alerts for torrential rain accompanied by thunderstorms and lightning have also been issued for several districts in Uttar Pradesh and Bihar. Heavy rainfall warnings are in place for Jharkhand, Madhya Pradesh, Rajasthan, and the Northeastern states (Assam, Meghalaya, and Tripura).

**Strong Winds and Warnings for Fishermen**
Strong winds blowing at speeds of 40 to 60 kmph are likely in coastal states and the Andaman and Nicobar Islands. Given the rough sea conditions and high waves, the IMD has strictly advised fishermen against venturing into deep waters. The administration has also appealed to the general public to avoid unnecessary travel during inclement weather and to stay in safe locations when lightning strikes.
